Problem with SSH remote access to server 20.04

I have a server 20.04 server. Have static ip for server, SSH port 22 open and port settings on router to forward to port 22.

From an outside network windows machine I can ping the server ip. I can also RPD in via port 3389. But when I try to <ssh username@serverip I am prompted for password.

I get a response, Double checked password and still error. Tried ssh to user administrator and added another user and tried that and their respective passwords. Same error.

Since this is a brand new server on brand new machine with nothing else on it I thought I would temporarily first disable the SSH keypair requirement and just be sure the connection is actually working.

I did find topics for doing that on this forum but the files did not match the instructions. I have found some instructions that I used to create the key on the remote client and add it to the server but foggy on that.

When I setup ssh on server there was nothing mentioned about publickey. Just started the service and opened port 22. There are several ssh files. Not sure the difference between ssh_config and sshd_config or which one I should modify. Not sure if I simply say "no" to the #publickeyAuthentication yes" save and try, or if I am completely in the wrong direction here.

Not sure if I just need to create the keypair on the remote client and try to install it on the server. So far the server has not prompted for a keypair when attempting to login. Don't see how I can install the client keypair if I can remote into server.
